Job Description

The Site Engineering Manager is responsible for the coordination of engineering activities and the planning and development of capital projects.  Working with leadership, technology, maintenance, operations, engineering, safety and quality, the Site Engineering Manager is accountable to the site/business unit for capital projects implementation and status reporting, and responsible for optimal utilization of site engineering team/FSDC ensuring proper deployment of design resources, compliance with all project systems and utilization of site and corporate work processes.  In addition, the Site Engineering Manager will act as Project Manager for multiple projects. They will also be the owner of the site’s entire capital portfolio, including the 5-year Capital plan for the site.

 

Responsibilities

 

  • Regularly engages the project steering team to ensure alignment with business and functional direction, request staffing support, seek assistance with issue resolution, make strategic project decisions and provide status updates, throughout execution of projects.
  • Assesses team functional capability, identifies expertise gaps within the project team and solicits the steering team for necessary staffing support, provides training where necessary.
  • Provides leadership for an effective and cohesive team by ensuring roles and responsibilities are clearly understood, team member workloads are reasonable, cross-function communications are adequate, and personality conflicts are managed, for owner and contract members. Engages outside consultants when needed to support the team.
  • Ensures the FEL process is followed consistent with the business needs, all required FEL deliverables are accomplished in a quality manner.
  • Considers and evaluates non-cap alternatives or lower capital options, using the appropriate VCPs, following best practices, evaluating scope options, conducting risks analyses, and developing mitigation plans. 
  • Ensure satisfactory basic data is provided before releasing the job to the design team for scheduling
  • Ensures excellence in adherence to PSM, SHE, MIQA, export controls and trade secrets principles, and other core value standards, processes, and procedures.
  • Ensures economic evaluations are completed (when applicable), participating in the process for all projects where this is required.
  • Evaluates funding requests before submitted by the Project Manager or creates them when acting as Project Manager.
  • Evaluates capital and non-capital (CAWC) forecasts before submitted by Project Manager or personally submits forecasts when acting as Project Manager.
  • Ensures site personnel are staffed and prepared for commissioning and start-up of the new facilities, including training, procedure updates, maintenance PM records updates, etc.; ensures schedules are aligned with supply chain and operations/maintenance needs, such as TARs, to determine when outages are available if necessary.
  • Ensure engagement of site Quality leadership early in the process so projects are designed and built to appropriate site Quality standards.
  • Accountable for the safe execution of all field construction activities on all projects. 
  • Analyzes KPI’s to ensure overall performance expectations for the project are met and communicates results to the steering team and appropriate functional leaders.
  • Manages site team (IFF and FSDC), ensuring it is appropriately staffed based on the number, value, and type of projects being executed.
    • Understand that the site is the customer and the site’s satisfaction with a well-executed project, aligned with their needs is critical. 

Job Requirements

  • Engineering degree preferred.
  • Previous experience leading multiple projects (10 years minimum).
  • PMP Certification preferred.
  • Previous experience working with a Stage Gated, Front End Loaded (FEL) Project Process.
  • Exceptional communication skills with the demonstrated ability to communicate with all levels within the site and business.
  • Working knowledge of different engineering disciplines and how they relate to one another.
  • Demonstrated ability to manage and communicate risk.
  • Ability to effectively delegate work.
  • Ability to personally solve problems or consult subject matter experts to solve problems.
  • Interpersonal skills to manage a team of engineers.
  • Ability to give constructive feedback.
  • Ability to make sound decisions quickly.
